There are quite a few unique Landmarks you’ll encounter while exploring the vast world in Outbound. One of them is the Windmill, and this particular location is a bit tricky to navigate since you must fix it up to access all areas.
This is likely the first major puzzle you’ll encounter while playing, so it can be a rather tough feat to navigate through on your own. If you’re struggling to get this quest done, here’s how to explore and fix the Windmill in Outbound.

How to repair the Windmill in Outbound
To solve the Windmill puzzle and get this Landmark back up and running in Outbound, you need to find a way to the top to repair the Cogwheel, unlock the door on the ground floor, and find everything you need to access the Terminal. It’s quite a lengthy process with a lot to get done, so here’s a full walkthrough.
- Head inside the Windmill and go upstairs. Go inside the front door and head up the stairs.
- Stop and interact with the levers. At the top of the stairs, you’ll find a set of two levers you can interact with. These levers control the floor above you. Press the lever on the left side twice to get the ladder on the upper level where you need it to be. If you messed with these levers on your own before realizing what they did, you may have to move them a few more times to get the placement right.
- Climb the crates and flip the switch. Once the ladders are in position, head up to the next floor. Locate the stack of wooden crates by the wall and climb up them. Look up to spot a switch high on the wall. Interact with the switch to flip it, lowering a ladder that grants you access to a new area. Unfortunately, this ladder is stuck behind some shelves, so you now have to find a way to better position it.
- Head back down to the levers and move the ladder. Descend the ladder and make your way back to the level with the two levers that control the upper floor. Interact with the levers to get the ladder out from behind the shelves. Pulling the lever on the right twice should do it unless you messed with the levers a few extra times, but you can easily look up to see where the ladder is and determine whether it’s accessible.
- Head up the newly unblocked ladder. Go up to the next level, then up again using the ladder you just freed to access a new area. It’s now time to complete the main part of this puzzle.
How to repair the Cogwheel in Outbound
On the new level, you’ll find a massive Cogwheel that needs to be repaired, which is the key to getting the Windmill back up and running. To fix it up, you need 20 Scrap Metal. This resource is commonly found all around Signal Towers out in the world, so if you don’t have enough, you’ll need to leave the Windmill to hunt for some and return later.
Once you do have enough, bring 20 Scrap Metal up to the Cogwheel on the top level to fix it up. This resource is quite heavy, so make sure you deposit all other materials in your vehicle so you have enough room to carry it up to the top.
After fixing the Cogwheel, approach the Brake Lever on the ground nearby. Pull it to officially get the Windmill up and running, while also unlocking the door on the bottom floor, which is the final part of this puzzle.
How to unlock the Windmill Terminal in Outbound
With the Windmill now fixed, head back down to the bottom level to access the room that was previously locked. Inside, you’ll find a Terminal you can interact with to unlock a new Blueprint. To access it, though, you need to find three key items around this location.
- The Signal Decryptor can be found on the outside of the Windmill, sitting on a shelf hung up on this building, right in between a coffee cup and a candle.
- The Terminal Executable can be found sitting on a box by some tools on the upper level of the Windmill, where the Cogwheel you repaired is.
- The Password Databank is on a shelf in the room with the Terminal. Look to your left when facing the Terminal to spot it on the wooden shelf covered in bags.
Once you’ve got the Signal Decryptor, Terminal Executable, and Password Databank, interact with the Terminal to unlock it. Here, you’ll be granted the Mortar and Pestle Blueprint, which allows you to make Paint to recolor items.
As soon as you get this Blueprint, the full Windmill puzzle will officially be complete. You can now set out to explore elsewhere and work on other tricky tasks, like getting a dog and finding Fiber.
